Horizon Healthcare, Inc. is a provider of AODA (Alcohol and Other Drug Abuse) and mental health services. Our mission is to help individuals recover from the devastating effects of mental illness and drug dependency; to reclaim their emotional, psychological and physical health; to reintegrate with their families; and to become productive members of society.

Operating out of multiple locations in southern Wisconsin, our professional and dedicated staff of physicians, clinical psychologists, social workers, addictionologists and AODA professionals provide individualized and compassionate care and treatment one client at a time.

In addition to outpatient services, we also provide services in residential settings through our sister company, Matt Talbot Recovery Center, Inc. –www.MTRCInc.com.

Our Leadership

Karl Rajani

Mr. Rajani has more than thirty years of experience in healthcare including: various policy and auditing positions in Wisconsin State government (which included briefing the Governor on healthcare policy, and defending gubernatorial positions in the Legislature); Director of Finance for the Catholic Health Association of Wisconsin; consultant to the healthcare industry; and hospital CEO. He has founded, developed and sold a number of companies and businesses under the “Genesis” name, including Genesis Health Plan Insurance Corporation of Wisconsin, Genesis Health Plan of Ohio, Genesis Behavioral Services, Inc.,  and Genesis Life Services, Inc., a provider of assisted living services for the elderly. In 1990, Mr. Rajani founded PsyCare, Inc., one of the first psychiatric IPAs in the nation, providing managed mental health services on a capitation contract basis to approximately 110,000 clients of two major HMOs. Mr. Rajani developed and implemented an inpatient psychiatric unit at a local Milwaukee hospital while serving as its CEO.

Mr. Rajani is the author of more than forty five articles and reports in various aspects of health care, covering a wide range of financial, technical and policy issues. Examples include the impact of medical education on hospital costs, analysis of the Medicare DRG reimbursement system, new frontiers in mental health, and the treatment of Catholic hospitals′ assets under Canon Law. He has performed business valuations using Discounted Cash Flow (DCF) and other sophisticated methodologies; and conducted programmatic, financial and operational audits of health care entities.  Mr. Rajani has served as an expert witness in many legal proceedings, and has been quoted frequently in the press. He was a Bank Board member (advisory) for five years. He received his higher education at universities in Malawi, England, Ohio, Louisiana, and Wisconsin; and has graduate degrees in business management and in philosophy.  His academic interests include deductive logic, heuristic problem-solving, metaphysics, and e-learning.

James L. Flowers

M.D., M.P.H., Board Chairman

Dr. Flowers was born and grew up in the central city of Milwaukee. He is a practicing physician, educator, inventor, and author. His passion is teaching, and his textbooks have been used by hundreds of thousands of students to prepare for the MCAT (Medical College Admission Test). He is also the founder of a revolutionary, patent-pending test-prep system –www.DrFlowersMCAT.com; and co-founder with Mr. Rajani of Genesis E-Learning Systems (www.genesisels.com). Dr. Flowers has extensive experience in managed healthcare. He was one of the founders of PrimeCare, one of the first HMOs in Wisconsin.

Dr. Flowers is a 1977 graduate of the Harvard Medical School. Dr. Flowers is Board-certified in internal medicine. He was a participant in the Harvard-MIT Program in Health Sciences and Technology. Additionally, he earned the MPH degree from the Harvard School of Public Health during his four years of medical study. He is also certified as an addictionologist and Medical Review Officer (MRO) by the American Society of Addiction Medicine. He has extensive experience in behavioral healthcare and AODA programs, having developed and served as Medical Director of a number of hospital-based and clinic-based behavioral healthcare programs. He was a national pioneer in the development of safe and effective narcotic pain management programs, which have only recently been duplicated by others. Dr. Flowers has developed and taught numerous AODA-related continuing education courses, and his Suicide Video has been used throughout Wisconsin. Dr. Flowers is the inventor of a number of patents for pharmaceutical products.
Dr. Flowers is also the author of two medical suspense novels – “The Raiders of Lost Youth” and “My Brother′s Footsteps” (both pending publication). Dr. Flowers is committed to the compassionate practice of medicine in a manner that has a “positive impact on my patients, helping them to regain their physical and mental health so that they may live fulfilling lives”.

 

Patricia M. Faulhaber

RN, MSN, Vice President and Corporate Secretary

Ms. Faulhaber has more than thirty years of experience in healthcare, with an emphasis in direct care nursing; in the development and management of clinical programs and services (including programs providing mental health and AODA services); and in developing standards with respect to quality assurance and medical ethics. Positions that she has held include staff nurse at various hospitals and nursing homes; various managerial positions in nursing, including Vice President for Nursing at a major medical center; and Clinical Vice President for two HMOs. Ms. Faulhaber holds Bachelor of Science (Summa Cum Laude) and Master′s degrees in Nursing. She has served as Assistant Clinical Professor, Graduate Program in Nursing, Medical College of Wisconsin. She has authored more than twenty articles and reports in various aspects of nursing and medical care.

 

Bradley F. Birchbauer

Treasurer

Mr. Birchbauer is a seasoned business executive with experience and expertise in banking and finance. He is a bank examiner with the FDIC (Federal Deposit Insurance Corporation), where his responsibilities include conducting desk and field audits of banks.  Previously, he was a Senior Vice President with Mitchell Bank in Milwaukee, where his responsibilities included new commercial business development; and managing significant loan portfolios.  At Mitchell Bank,Mr. Birchbauer was a Voting Member of Bank′s Loan Committee and a Member of the Bank′s Operating Committee, comprised of the five highest ranking officers, involved in daily decisions affecting the Bank′s direction. Besides various positions in the banking industry, Mr. Birchbauer has also worked as a consultant in accounts receivable audit, analysis, recommendation and management for hospitals nationwide. His consulting practice emphasized teaching, reorganization and implementation of accounting systems and workflows to improve cash-flow. Mr. Birchbauer has conducted teaching seminars for hospitals nationwide, developed guidelines for contracting revenues, and written articles for a nationwide audience. Mr. Birchbauer received his Business Administration degree (with a major in finance) from the University of Wisconsin at Whitewater in 1979. His educational background includes various banking classes and courses through the Minnesota Banker′s Association and the American Institute of Banking. His community involvement includes serving as a board member of the West Allis, Wisconsin, Chamber of Commerce.
